I have to express my great regret that through misapprehension as to what my proper course of duty I did not, previously to my retention of this sum, apply to the Treasury for instructions.
I trust I may not be thought out of order in respectfully praying that His Excellency will be pleased to take into his consideration whether the increased responsibilities and duties thrown upon me by the introduction of Ordinance 8 of 1871 do not form a reasonable claim for remuneration for those services.
